In the midst of negotiations for the next seven-year budget (MFF 2028\u20132034), the member states known as the &#8220;frugal&#8221; countries\u2014that is, those reluctant to spend public funds and, conversely, more inclined towards austerity\u2014have produced a<a href=\"https:\/\/www.bundesregierung.de\/breg-de\/aktuelles\/statement-of-denmark-germany-the-netherlands-austria-finland-and-sweden-on-the-multiannual-financial-framework-2028-2034-2450768\" target=\"_blank\" rel=\"noopener\" style=\"cursor: pointer !important\"> joint statement<\/a> that effectively nips any negotiation in the bud.<\/span><\/span><\/span>&nbsp;<\/p>\n<p>The letter is peremptory in nature; it sends a clear signal to the European Parliament\u2014which, on the other hand, has requested 200 billion more than the European Commission suggested\u2014and pre-emptively rejects any requests for improvements or additions from other Member States and, above all, is a <strong>slap in the face for the President of the European Council, Antonio Costa,<\/strong>&nbsp; and <a href=\"https:\/\/www.eunews.it\/en\/2026\/08\/24\/costa-begins-tour-de-capitales-in-ukraine-eu-budget-central-to-talks\/\" target=\"_blank\" rel=\"noopener\">his tour of European capitals<\/a> recently launched to discuss precisely this multiannual budget. Costa\u2019s &#8220;pilgrimage&#8221; through European chancelleries began on 25 August and is scheduled to conclude on 17 September. Barely two days in, and this task\u2014as necessary as it is delicate\u2014is being undermined by the united front of the six northern governments, who are dictating terms and thereby thwarting Costa\u2019s efforts. On whose behalf, then, is the President of the European Council speaking? With what credibility? With what mandate?&nbsp;<\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>Germany, Austria, Denmark, Finland, the Netherlands, and Sweden <\/strong>appear to be dictating the conditions<strong><\/strong>. <\/span><\/span><\/span>This group of countries not only categorically calls for a reduction in Member States\u2019 contributions to the EU budget, but also specifies how: &#8220;<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>All items of expenditure should contribute to these reductions.<\/strong>&#8221; Nothing is spared. Research, innovation, humanitarian aid, agriculture and even cohesion: everything means everything.<\/span><\/span><\/span>&nbsp;<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"I6U9gZsnPP\"><p><a href=\"https:\/\/www.eunews.it\/en\/2026\/05\/26\/multiannual-budget-16-countries-including-italy-oppose-the-commission-and-call-for-more-funding-for-cohesion-and-agriculture\/\">Multiannual budget: 16 countries (including Italy) oppose the Commission and call for more funding for cohesion and agriculture<\/a><\/p><\/blockquote>\n<p><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;Multiannual budget: 16 countries (including Italy) oppose the Commission and call for more funding for cohesion and agriculture&#8221; &#8212; Eunews\" src=\"https:\/\/www.eunews.it\/en\/2026\/05\/26\/multiannual-budget-16-countries-including-italy-oppose-the-commission-and-call-for-more-funding-for-cohesion-and-agriculture\/embed\/#?secret=u2ObI32X8x#?secret=I6U9gZsnPP\" data-secret=\"I6U9gZsnPP\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u201cThe European Union must make clear choices and redefine its budgetary priorities, just as we do at national level,\u201d insist the Frugal Four, who are only willing to invest where strictly necessary:<\/span><\/span> \u201c<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">The Multiannual Financial Framework will be increased to address our strategic priorities&#8221; compared with what has been done so far. The core of the 2028\u20132034 MFF is \u201csecurity and defence, competitiveness, migration and sovereignty,\u201d argue the six countries, who maintain that \u201cby approving the three main spending programmes, the Council has laid the foundations for an architecture suited to future challenges.\u201d&nbsp;<\/span><\/span><\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">The text also includes&nbsp;<\/span><\/span><\/span>a clear and unambiguous reference to Eurobonds. It is placed at the end, so that there is no risk of &#8220;missing it&#8221; whilst reading: &#8220;<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>New joint borrowing is not the solution to our budgetary challenges and is not an alternative to structural reforms.<\/strong>&#8221; Peremptory words and tone, which rule out any negotiation and, even more so, any room for dialogue. A slap in the face for Spain, France, and Italy. Speaking of Italy: for the Meloni government, which is due to stand for election in <a href=\"https:\/\/www.eunews.it\/en\/2026\/05\/21\/eu-slams-melonis-italy-lowest-growth-and-highest-public-debt-in-2027\/\" target=\"_blank\" rel=\"noopener\">the year in which Italy\u2019s public debt will become the highest in the entire EU, exceeding even that of Greece<\/a>, this marks a political defeat that sees it cornered by its European partners, who are demanding the consolidation of public finances and credible measures.<\/span><\/span><\/span><\/p>\n<div class=\"lRu31\" dir=\"ltr\">\n<div class=\"OvtS8d\"><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u201cBased on an affordable and viable EU budget, we jointly support the <strong>ambition to conclude the negotiations in 2026<\/strong>,\u201d say the Frugal Four. It is a pity that their contribution, which is effectively a diktat, does little to help achieve this objective. The tone is confrontational, and the conditions are unlikely to be acceptable to everyone.&nbsp;&nbsp;<\/span><\/span><\/span>That said, there is no mention of the issue of rebates \u2013 the <a href=\"https:\/\/www.eunews.it\/en\/2025\/12\/18\/leaders-set-the-work-programme-for-the-2028-2034-eu-budget-to-the-cypriot-presidency\/\"><b>reimbursements that virtually all the frugal nations\u2014except Finland\u2014are once again demanding<\/b><\/a>, much to the indignation of the rest of the EU member states.
