For many European governments, one solution is to address the decline in military personnel. As the number of <a href=\"https:\/\/euromil.org\/recruitment-and-retention-remain-the-greatest-personnel-challenge-for-european-armed-forces\/\" target=\"_blank\" rel=\"noopener\">young people willing to pursue a military career<\/a> continues to fall, many EU Member States without compulsory conscription\u2014unlike the ten that do\u2014have decided to introduce <strong>voluntary military service<\/strong> in hopes of attracting more people.<\/p>\n<h4 id='belgio'  id=\"boomdevs_1\"><strong>Belgio<\/strong><\/h4>\n<p style=\"margin-bottom: 0px\">\n<p>On Wednesday 26 August, <a href=\"https:\/\/www.mil.be\/nl\/news\/militair-dienstjaar-gaat-van-start-bij-de-marine\/\" target=\"_blank\" rel=\"noopener\">Belgium<\/a> officially launched this new form of recruitment. <span style=\"font-weight: 400\">The Flemish broadcaster <em>VRT News<\/em> has reported that, out of a total sample of around 130,000 young people, 3,248 applied. Of these \u2013 <a href=\"https:\/\/www.brusselstimes.com\/2287392\/belgiums-new-voluntary-military-service-kicks-off-will-it-boost-recruitment\" target=\"_blank\" rel=\"noopener\">according<\/a><\/span> to the Belgian media outlet <em>Brussels Times\u2014<\/em>50 have been recruited, with a further 450 to follow in the coming weeks. The 500\u201480 of whom are women\u2014<span style=\"font-weight: 400\">are aged between 18 and 25 and <\/span>will work full-time for the Ministry of Defence for one year.<span style=\"font-weight: 400\"> In addition, a reserve list will compensate for any withdrawals. <strong>The Belgian armed forces are counting on some of these young recruits to remain in the reserve (where volunteers have been serving for years) after their year of training, or to apply&nbsp;for one of the thousands of vacancies currently available at the Ministry<\/strong>. On his social media channels, Belgian Defence Minister <\/span><strong>Theo Francken<\/strong><span style=\"font-weight: 400\">&nbsp;reiterated that this is a \u201c<\/span>first step in a broader socio-educational narrative,\u201d as well as \u201ca dream come true.\u201d He also emphasised that \u201cmany would even like to reintroduce compulsory military service,\u201d but that \u201cafter decades of defence cuts, this is not logistically feasible.\u201d<\/p>\n<h4 id='germania'  id=\"boomdevs_2\"><strong>Germania<\/strong><\/h4>\n<p>Since 1 January this year, the rules governing the \u201c<a href=\"https:\/\/www.bundeswehr.de\/de\/menschen-karrieren\/neuer-wehrdienst\" target=\"_blank\" rel=\"noopener\"><b>new military service<\/b><\/a>\u201d have been in force in Germany; this cannot be described as voluntary, as it involves <a href=\"https:\/\/www.bmvg.de\/de\/neuer-wehrdienst\" target=\"_blank\" rel=\"noopener\"><b>obligations<\/b><\/a>.&nbsp;In particular, <strong class=\"rQesXe MPyX\">all male German citizens born on or after 1 January 2008<\/strong><strong><span class=\"rQesXe MPyX\">&nbsp;must&nbsp;r<\/span>egister and provide their details to the German armed forces,<\/strong> the Bundeswehr,<em class=\"eujQNb\"> <\/em>upon reaching the age of 18. &nbsp;<span style=\"font-weight: 400\">This involves completing a questionnaire and undergoing a medical assessment. The reason? There is a \u201cneed for more active-duty soldiers and reservists.\u201d If you are found to be eligible, you are guaranteed military training with an appropriate salary (around 2,600 euros a month) and, optionally, access to a long-term professional career in the armed forces.&nbsp;<\/span><\/p>\n<h4 id='france'  id=\"boomdevs_3\"><strong>France<\/strong><\/h4>\n<p style=\"margin-bottom: 0px\">\n<p>Similarly, in France, the <span dir=\"auto\"><br \/>\n<strong><a href=\"https:\/\/www.defense.gouv.fr\/sga\/au-service-nation-du-public\/jeunesse\/engagements-emplois\/service-militaire-volontaire-smv\" target=\"_blank\" rel=\"noopener\">Service militaire volontaire (SMV)<\/a>&nbsp;<\/strong>offers young people aged 18 to 25 who are not in employment &#8220;the opportunity to learn a trade or gain their first work experience at one of its seven dedicated centres. <span style=\"font-weight: 400\">There are two types of volunteers:<strong> the trainee volunteer<\/strong><\/span>,<span style=\"font-weight: 400\"> aged between 18 and 25, of French nationality, who is eligible for a comprehensive, paid residential training programme lasting between 8 and 12 months; and&nbsp;<strong>the experienced volunteer<\/strong><\/span>,<span style=\"font-weight: 400\"> also a French national aged between 18 and 25, who signs a one-year contract renewable up to a maximum of four times. <\/span><strong>This opportunity is aimed particularly at young people who expressed their willingness to participate during Defence and Citizenship Day<\/strong><span style=\"font-weight: 400\"><strong>, which has become a genuine \u201cMobilisation Day\u201d<\/strong>. A uniquely French feature, the<br \/>\n\u201c<a href=\"https:\/\/etudiant.lefigaro.fr\/article\/vie-etudiante\/journee-defense-et-citoyennete-jdc-une-version-militarisee-avec-des-rations-de-combat-sera-generalisee-des-septembre-2025-20250731\/\" target=\"_blank\" rel=\"noopener\">Journ\u00e9e d\u00e9fense et citoyennet\u00e9<\/a>&nbsp;(JDC)\u201d<\/p>\n<p>is held every year to <\/span><strong>raise awareness<\/strong><span style=\"font-weight: 400\"> among young people and assess&nbsp;their level of proficiency in the French language through specific tests, which are compulsory for enrolment in state examinations and competitive examinations.&nbsp;<\/span><\/span><\/p>\n<h4 id='spain'  id=\"boomdevs_4\"><strong>Spain<\/strong><\/h4>\n<p style=\"margin-bottom: 0px\">\n<p><span style=\"font-weight: 400\">Even in the state led by the socialist S\u00e1nchez, there is a <a href=\"https:\/\/reclutamiento.defensa.gob.es\/-\/tropa-y-mariner%C3%ADa-procesos-de-selecci%C3%B3n-2026-1-ciclo\" target=\"_blank\" rel=\"noopener\">call for applications<\/a>&nbsp; aimed at all young people \u201cwho wish to join the armed forces, contribute to the defence of the nation and pursue a professional career within the military.\u201d It is open to all citizens who meet the established requirements, such as being Spanish nationals, being <\/span>between 18 and 28 years of age, having no criminal record, being in good physical condition, and being<span style=\"font-weight: 400\">&nbsp;willing to relocate to any part of the country. Official government channels clarify that \u201ccompulsory military service is not being reinstated, but the defence structure is being strengthened without calling up conscripts and through voluntary reserves\u201d. <\/span><\/p>\n<h4 id='italy'  id=\"boomdevs_5\"><strong>Italy<\/strong><\/h4>\n<p style=\"margin-bottom: 0px\">\n<p>In Italy, Defence Minister <strong>Guido Crosetto<\/strong> has proposed a bill&nbsp;to&nbsp;<span>reform the armed forces. Approved by the Council of Ministers in August 2026, <strong>the <\/strong><\/span><strong>reform aims to gradually increase the armed forces&#8217; total strength to 40,000 personnel by 31 December 2033<\/strong>. It provides for three types of reserve: operational, specialist voluntary and territorial. The latter is most similar to systems in place in other EU Member States. In short, it would consist of a pool of personnel with strong local or regional roots, whose main role would be to provide logistical and operational support during natural disasters, rescue operations, and national emergencies. To join, applicants must be aged between 25 and 35 and hold at least a lower secondary school certificate. The<span> measure proposed by Crosetto, however, has not yet completed the parliamentary approval process<\/span>.<\/p>\n<h4 id='sweden-and-norway'  id=\"boomdevs_6\"><b>Sweden and Norway <\/b><\/h4>\n<p style=\"margin-bottom: 0px\">\n<p><span style=\"font-weight: 400\">Here, the system differs slightly. In 2017, <a href=\"https:\/\/www.forsvarsmakten.se\/en\/about-the-swedish-armed-forces\/defending-sweden\/tasks\/conscription\/\" target=\"_blank\" rel=\"noopener\">Sweden<\/a> also reintroduced compulsory military service, but on a selective basis for both men and women. The state does not oblige everyone to serve: young people are called up for a general selection process, after which only a minority\u20148,000 young people a year\u2014are selected for military training. In <a href=\"https:\/\/ebco-beoc.org\/norway\/2024\" target=\"_blank\" rel=\"noopener\" style=\"cursor: pointer !important\">Norway<\/a>, the situation is the same, with only 10 per cent of conscripts remaining in the armed forces. Most are recruited as soldiers or specialists, while others may choose officer training or an apprenticeship.<\/span><\/p>\n<h4 id='who-is-subject-to-compulsory-military-service-in-the-european-union'  id=\"boomdevs_7\">Who is subject to compulsory military service in the European Union<\/h4>\n<p style=\"margin-bottom: 0px\">\n<p>Ten EU countries have compulsory military service:&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><strong class=\"rQesXe MPyX\">Austria<span style=\"font-weight: normal\">,<\/span><\/strong>&nbsp; compulsory for men;&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><strong class=\"rQesXe MPyX\"><strong class=\"rQesXe MPyX\">Cyprus<span style=\"font-weight: normal\">,<\/span><\/strong><span style=\"font-weight: normal\"> compulsory for men<\/span><\/strong>;&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><strong class=\"rQesXe MPyX\">Croatia<span style=\"font-weight: normal\">,<\/span><\/strong> recently reintroduced (2025\/2026) with compulsory basic training for men only;&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><strong class=\"rQesXe MPyX\">Denmark<span style=\"font-weight: normal\">,<\/span><\/strong> mixed service with conscription extended to women;&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><strong class=\"rQesXe MPyX\">Estonia<strong class=\"rQesXe MPyX\"><span style=\"font-weight: normal\">,<\/span><\/strong><span style=\"font-weight: normal\"> compulsory for men<\/span><\/strong>;&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><strong class=\"rQesXe MPyX\"><strong class=\"rQesXe MPyX\">Finland<span style=\"font-weight: normal\">,<\/span><\/strong><span style=\"font-weight: normal\"> compulsory for men<\/span><\/strong>;&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><strong class=\"rQesXe MPyX\">Greece<strong class=\"rQesXe MPyX\"><span style=\"font-weight: normal\">,<\/span><\/strong><span style=\"font-weight: normal\"> compulsory for men<\/span><\/strong>;&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><strong class=\"rQesXe MPyX\">Latvia<span style=\"font-weight: normal\">,<\/span><\/strong> reintroduced&nbsp;in&nbsp;2023;&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><strong class=\"rQesXe MPyX\">Lithuania<span style=\"font-weight: normal\">, reintroduced in 2015;<\/span>&nbsp;<\/strong><\/p>\n<p style=\"margin-bottom: 0px\"><strong class=\"rQesXe MPyX\">Sweden<span style=\"font-weight: normal\">,<\/span><\/strong>&nbsp;reintroduced for both men and women
