Europe heads into the new week with air and missile defence moving rapidly up the political agenda, as Ukraine seeks billions<\/a> in EU financing for Patriot interceptors and NATO presses European governments to release more ammunition from their own inventories.<\/p>\n At the same time, Washington has restarted its diplomatic push<\/a> over Ukraine, while Germany\u2019s attribution of the Leipzig\/Halle drone incident<\/a> to Russia has sharpened European concerns over Moscow\u2019s hybrid campaign.<\/p>\n Today, EU member states will consider whether Ukraine can use roughly \u20ac2 billion of the bloc’s \u20ac90 billion Ukraine Support Loan<\/a> to purchase US-made PAC-3 Patriot interceptors.<\/p>\n The loan prioritises European and Ukrainian weapons, while PAC-3 interceptors are manufactured in the United States. Ukraine has already secured a derogation allowing US-made Patriots to be purchased under the loan; member states must now consider<\/a> Kyiv’s multibillion-euro payment request.<\/p>\n The request represents a significant step in how Europe could sustain<\/a> Ukraine\u2019s air defence.<\/p>\n Until now, the Patriot debate has largely centred on persuading governments to transfer missiles from existing inventories. Kyiv is now pursuing another model:<\/p>\n European money. American interceptors. Ukrainian operational demand.<\/p>\n But financing is only part of the problem. Simultaneous conflicts heighten competition over the same capability. Patriot interceptors remain scarce, production takes time, and global demand remains high. Even if Brussels approves the money, the question is whether sufficient PAC-3s can actually be supplied<\/a> on the timetable Ukraine requires.<\/p>\n Some allied states in Europe are also pursuing a longer-term answer to that US dependency. War Brief reported<\/a> last month that the first prototype of the Ukrainian-led initiative, the European Freyja anti-ballistic missile system, is not expected until 2027.<\/p>\n For now, Patriot \u2014 and access to the US production base \u2014 remains critical<\/a>.<\/p>\n NATO is simultaneously pressing European governments<\/a> to examine their own inventories for additional air-defence ammunition that could be transferred to Ukraine.<\/p>\n That makes air defence an increasingly practical test of European burden-sharing<\/a>. Governments are being asked not simply to increase defence spending, but to decide how much ammunition they can release now without creating unacceptable gaps in their own defences.<\/p>\n The issue is worsening as Moscow adapts and shifts<\/a> its air campaign.<\/p>\n Ukraine says its interception rate against conventional propeller-driven attack drones remains above 90%, but falls to around 60%<\/a> against faster jet-powered drones. Russia has rapidly increased its use of the faster weapons, with around 1,500 jet-powered drones<\/a> reportedly launched during a four-day period at the end of August alone.<\/p>\n Russia is increasingly attacking both ends of Ukraine’s air-defence<\/a> architecture at once: faster cheap weapons are stressing the lower layer, while ballistic missiles continue to consume the most scarce and expensive interceptors at the top.<\/p>\n Ukraine, meanwhile, is trying to create holes in Russia’s own defensive network. Its Unmanned Systems Forces say they struck 33 Russian air-defence installations<\/a>, mainly radar stations, in August, part of a broader campaign<\/a> against radars, air-defence positions and drone infrastructure.<\/p>\n The immediate hunt for Patriot missiles sits alongside<\/a> a broader effort to increase European defence production and integrate Ukraine more closely into the continent’s defence-industrial base.<\/p>\n This week, the first EU-Ukraine Drone Alliance<\/a> meeting will bring Ukrainian and European defence companies together in Brussels.<\/p>\n Four years of war have forced Ukraine to develop a military innovation model built around rapid development, combat testing and modification, particularly in drones, electronic warfare and counter-drone systems. European partners increasingly want to absorb that battlefield experience<\/a> into their own militaries and defence industries.<\/p>\n Kyiv has also accumulated extensive operational experience in counter-drone warfare. The Kyiv-based Transatlantic Dialogue Center argues<\/a> that, while a fully integrated counter-drone architecture is still being developed, Ukraine’s drone ecosystem offers lessons its allies can adapt.<\/p>\n The emerging strategy has two tracks:<\/p>\n Keep Ukraine supplied now. Build European capacity for the next war.<\/p>\n US envoys Steve Witkoff and Jared Kushner<\/a> spent several hours talking with President Volodymyr Zelenskyy on Sunday after more than three hours with Vladimir Putin in Moscow.<\/p>\n Witkoff said the Americans heard \u201cnew ideas\u201d in Moscow and hoped another round of US-mediated Ukraine\u2013Russia talks would be announced soon. Zelenskyy said Ukraine was ready for trilateral negotiations.<\/p>\n Speaking to UNITED24 Media in Kyiv, Kushner described the US effort<\/a> as an attempt to build a broader \u201cpeace package\u201d rather than simply stop the fighting. Washington examined possible parameters for ending the war, including short-term security and economic arrangements for Ukraine.<\/p>\n But the fundamental obstacles remain. Donbas is still the central<\/a> territorial dispute, while Kyiv continues to demand credible US and European security guarantees.<\/p>\n For military planners, the substance of those guarantees matters. Any settlement would eventually have to answer practical questions about air defence, weapons supply, training, intelligence and what Ukraine’s allies would actually do if Russia attacked again.<\/p>\n British, French and German national security advisers joined the final hour of the Kyiv talks, an important indication that European governments are seeking a place inside the negotiating process<\/a>.<\/p>\n More than seven hours of talks across Moscow and Kyiv produced new ideas and the prospect of further negotiations \u2014 but not yet narrower differences.<\/p>\n Russia and Ukraine have agreed to a temporary three-day pause on attacks against Kyiv and Moscow during the US diplomatic mission. Fighting elsewhere continues.<\/p>\n Ukraine’s General Staff said its forces struck<\/a> the Ryazan oil refinery, Rostov-on-Don airfield, a Podlet radar and two Pantsir-S1 air-defence systems overnight. The combination fits Kyiv’s increasingly familiar SEAD\/DEAD logic<\/a>: degrade the defensive network while attacking higher-value aviation and energy targets behind it.<\/p>\n The pause therefore appears to be changing where the long-range war is being fought rather than stopping it.<\/p>\n The capitals may temporarily be off the target list. The wider strike campaign is not.<\/p>\n Europe enters the week confronting two clocks.<\/p>\n The diplomatic clock has restarted, with another round of US-mediated negotiations now possible.
