Brussels \u2013 Showcasing results and setting the agenda. The President of the European Commission, Ursula von der Leyen, is visiting Greenland, where she is, on the one hand, highlighting the \u201cconcrete results\u201d achieved through \u201cclose cooperation\u201d between the EU and the Arctic island, and, on the other, signing \u201ca new partnership package with Greenland worth \u20ac200 million.\u201d She announced<\/a> it today (7 September) in Nuuk, the island\u2019s capital, where she undertook an official visit alongside the Prime Minister of Greenland, Jens-Frederik Nielsen<\/strong>, and the Prime Minister of Denmark, Mette Frederiksen. <\/strong><\/p>\n

The aim, in addition to the 200 million \u201cGlobal Gateway partnership package\u201d, is to sign the joint declaration<\/a> together with Greenland and Denmark to strengthen cooperation with the EU<\/strong>. According to the European Commission, the two initiatives reinforce \u201cthe EU-Greenland cooperation<\/a> across the board, from traditional sectors such as education and fisheries, to improved satellite and cable connectivity, hydropower, and critical raw materials.\u201d At the same time, the package aims to improve the daily lives of Greenlandic citizens by promoting, for example, \u201cbetter housing, sustainable tourism, and greater support for small businesses.\u201d To this end, von der Leyen recalled that two years ago, when she visited Nuuk for the first time, she had been urged to work towards achieving tangible results, and she claimed to be \u201cready\u201d today to demonstrate them and to \u201cput them into practice.\u201d<\/p>\n

The Joint Declaration<\/strong><\/h4>\n

Among the objectives set by the three parties is to \u201cstrengthen the common investment agenda, political dialogue, and people-to-people exchanges, reaffirming a partnership based on shared values and interests.\u201d Drawing inspiration from the previous 2015 Statement<\/a>\u2014which, like today\u2019s declaration, had provided a framework for their relations\u2014the new declaration recognises Greenland\u2019s growing strategic importance. Further, it strengthens and expands the partnership in areas of common interest. The President stated that, on the one hand, the document \u201creflects a clear choice\u201d on the part of Greenland \u201cto strengthen ties with the European Union\u201d, but on the other \u201cit also demonstrates a very strong interest on the part of Europe in having made the choice to be more present and more engaged in Greenland and the Arctic.\u201d<\/strong><\/p>\n

A new partnership package<\/strong><\/h4>\n

The partnership package aims to create \u201ceconomic opportunities for the local population, while contributing to a sustainable, prosperous, and peaceful Arctic region.\u201d Among the numerous initiatives, an initial set of
\nGlobal Gateway<\/a><\/p>\n

projects\u2014the new European strategy aimed at promoting smart, clean and safe connections in the digital, energy, and transport sectors and at strengthening healthcare, education, and research systems worldwide\u2014has already been agreed with the Nielsen government, with whom the Berlaymont is already working to explore a range of new investments. <\/p>\n

According to the tenant of the Berlaymont Building, the package \u201cfocuses primarily on three areas or strategic priorities: connectivity, clean energy, and critical raw materials.\u201d<\/strong> With regard to the first area, the three leaders welcomed \u201ca project for enhanced satellite connectivity for Greenland.\u201d The EU will work with Tusass, the island\u2019s leading postal and telecommunications company, to support the expansion of satellite capacity across Greenland through European providers over the next five years. \u201cThe benefits will be felt as early as tomorrow in communities in North Greenland, which will have better and faster internet access,\u201d said von der Leyen, while \u201cby October, even remote communities in East Greenland will have better and faster internet access.\u201d <\/p>\n

As regards clean energy, the two sides are also considering expanding the Buksefjordn hydroelectric power station, Greenland\u2019s main hydroelectric plant, to meet the growing demand for electricity in Nuuk. The Commission will also support a programme led by Nukissiorfiit, Greenland\u2019s national energy company, to modernise and decarbonise the energy supply in remote settlements. <\/p>\n

On the subject of critical raw materials<\/a><\/span>, the President emphasised that \u201ceveryone knows that Greenland possesses vast resources\u201d and for that reason, \u201cthey should be used to create value, jobs, and growth here in the country.\u201d With this in mind, the government has announced that it is working on two projects. One concerns molybdenum mining at Malmbjerg<\/strong>, a chemical element used primarily as an alloying element to improve<\/strong><\/a><\/span> mechanical strength<\/b>,<\/span><\/a> hardness, and thermal stability of special steels, which \u201ccould become one of Greenland\u2019s largest initiatives\u201d and \u201cgenerate up to \u20ac90 million a year for the country in terms of added value.\u201d<\/strong> The second concerns the extraction of graphite, a key critical material for the energy transition, promoted by the company GreenRoc Strategic Materials. The EU and Greenland have agreed to use the remaining funds to accelerate preparations for several additional programmes in priority sectors, particularly tourism and housing. <\/p>\n

At the end of her speech at the press conference, the Prime Minister explained that Greenland\u2019s importance is a matter of discussion \u201calso in the next budget,\u201d referring to the ongoing negotiations for the next Multiannual Financial Framework (MFF)<\/strong>, the European Union\u2019s long-term budget, which sets out spending priorities and funding ceilings for the period 2028\u20132034. \u201cWe have proposed doubling EU funding for Greenland to \u20ac530 million in the next budget,\u201d she clarified. \u201cWe want our partnership to be built for the long term,\u201d she noted. <\/p>\n

This is yet another step which, for Brussels, also serves to reaffirm the EU\u2019s solidarity with the Kingdom of Denmark and the people of Greenland in the face of US President Donald Trump\u2019s ambitions. \u201cWe will continue to do so, and we want to be very clear and reiterate once again here that the future of Greenland is a matter for the people of Greenland and Denmark\u2014and no one else\u2014to decide,\u201d emphasised von der Leyen. \u201cTerritorial integrity, sovereignty, and the inviolability of borders are fundamental principles of international law, and we know that the Arctic has become one of the places where the tectonic plates of geopolitics collide. \u201cWe therefore have a direct interest in what is happening here\u201d and \u201cthat is why we are drawing up a new EU strategy for the Arctic, which will be presented this autumn.\u201d As part of von der Leyen\u2019s and the EU\u2019s plans, \u201cit will set out our vision for the Arctic and for a stronger partnership with Europe\u2019s northern neighbours,\u201d the President concluded.<\/p>\n
