The European Court of Auditors highlights these in a <a href=\"https:\/\/www.eca.europa.eu\/en\/publications\/sr-2026-21\" target=\"_blank\" rel=\"noopener\">special report<\/a>, which reveals the hasty nature of a measure that, while dictated by the situation, was adopted in a rather ill-considered manner. The result is that &#8220;the <strong>REPowerEU plan still lacks effective governance tools<\/strong> to steer its implementation and <strong>EU funding has played only a minor role in ending reliance on Russian oil and gas.<\/strong>\u201d Furthermore,&nbsp;\u201cn<strong>ot enough investment has been triggered to accelerate the clean energy transition <\/strong>and strengthen cross-border connections<strong><\/strong>.\u201d&nbsp;<\/p>\n<p>The auditors in Luxembourg effectively reject the strategy to&nbsp;respond to Russia\u2019s war in Ukraine and the resulting energy crisis, in what amounts to a real slap in the face for the von der Leyen Commission, which is being criticised for having wasted time and money. \u201c<strong>Four years after its launch, REPowerEU has stalled<\/strong>, even though several hundred billion euros have been made available<strong><\/strong>,\u201d stressed <strong>Mihails Kozlovs<\/strong>, the member of the European Court of Auditors responsible for the report.<\/p>\n<p><a href=\"https:\/\/www.eunews.it\/en\/2024\/06\/13\/sanchezs-spains-industries-enrich-putin-massive-purchases-of-russian-lng\/\">https:\/\/www.eunews.it\/en\/2024\/06\/13\/sanchezs-spains-industries-enrich-putin-massive-purchases-of-russian-lng\/<\/a><\/p>\n<p>Kozlovs\u2019 statements and the Court of Auditors\u2019 report refute&nbsp;claims by <a href=\"https:\/\/www.eunews.it\/en\/2024\/05\/17\/von-der-leyen-repowereu-works-energy-ties-with-moscow-broken\/\" target=\"_blank\" rel=\"noopener\">the President of the European Commission, who instead boasted&nbsp;its effectiveness<\/a> by presenting only part of the truth. While \u201cthe EU has significantly reduced its dependence on Russian fossil fuels\u201d, as the Luxembourg auditors acknowledge, \u201cthe Recovery Fund measures included in the REPowerEU chapters can make&nbsp;<strong>only a limited contribution to clean energy production capacity<\/strong> and cross-border interconnections.\u201d<\/p>\n<p>In addition, RepowerEU is designed both to reduce strategic energy dependence on Russia and as a punitive measure against Moscow. It is a pity that the regulation \u201c<strong>does not include any provisions imposing direct penalties on member states <\/strong>that fail to comply with the <a href=\"https:\/\/www.eunews.it\/en\/2026\/01\/26\/eu-formally-approves-ban-on-russian-gas-imports-by-autumn-2027\/\" target=\"_blank\" rel=\"noopener\">ban&#8221; on all gas imports from 2027<\/a>. Furthermore, \u201cRussian fossil fuels are still imported indirectly to the EU via third countries (for example Turkey, China or India).\u201d However, as the Court of Auditors\u2019 report notes, \u201cthere is no reliable data on how much Russian oil is imported via these third countries.&#8221;<\/p>\n<p>In a nutshell, the EU has made a mess of things. Therefore, as the report\u2019s author, Mihails&nbsp;Kozlovs, emphasises, \u201cwe must learn the right lessons now, as the new geopolitical tensions and their impact on energy markets underscore the need to accelerate diversification and prevent future over-reliance on a single supplier. That is why we are calling for <strong>coordinated efforts to re-energise the plan.&#8221;<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The plan undermines the clean energy transition, lacks proper governance, and Russian fuels are still being imported indirectly.
