In her <a href=\"https:\/\/ec.europa.eu\/stories\/towards-soteu\/\" target=\"_blank\" rel=\"noopener\">State of the Union address<\/a>, the President of the European Commission proposes a strong, even aggressive, bloc, determined to expand on the trade front and counter China, Russia, and even the United States. The decision appears inevitable, and stems from the manoeuvres orchestrated by the Kremlin: \u201c<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Cyberattacks and sabotage, arson and drone incursions. They are ramping up every day,\u201d she said, in a clear reference to the Russian President, Vladimir Putin. And this is where the transformation begins.<\/span><\/span><\/span>&nbsp;<\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u201cWe urgently need a consensus on how to respond to certain incidents. Those which fall below armed aggression but clearly threaten our national security,\u201d the President of the European Commission said.<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">In other words, \u201ca mechanism to flank&nbsp;<a href=\"https:\/\/www.comitatoatlantico.it\/documenti\/trattato-nord-atlantico\/\" target=\"_blank\" rel=\"noopener\">NATO&#8217;s Article 4,<\/a>\u201d the one that requires all members to consult one another, at the request of just one, whenever there is a threat.\u201d <strong>\u201cI believe it is time for Europe&#8217;s own Article 4 <\/strong>\u2013 or an Emergency Security Protocol,\u201d von der Leyen stressed.<\/span><\/span><\/span>&nbsp;<\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">This mechanism, \u201cwhen triggered by one Member State, all Member States would convene. To coordinate a European response. To deter further escalation. And to mitigate the impact,\u201d&nbsp;the President of the European Commission noted, who nevertheless believes the initiative does not go far enough: \u201cW<strong>e will set out our ideas to make a European Security Council a reality.<\/strong>\u201d The time has come: \u201cFor a long time, we have discussed a leaders&#8217; format focused on the security of our continent. With partners like Canada, Norway, Ukraine, the United Kingdom and others involved. This is even more urgent now.\u201d<\/span><\/span><\/span><\/p>\n<h4 id='pinning-russia-into-a-corner'  id=\"boomdevs_1\">Pinning Russia into a corner<\/h4>\n<p style=\"margin-bottom: 0px\">\n<p>While the EU\u2019s defence policy stems from the threats posed by Russia, it is precisely against Russia that von der Leyen is leading an economic and trade counter-offensive. On the one hand, \u201cf<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">urther pressure must be applied to Russia\u201d. For this reason, she explains, i<strong>t is &#8220;not necessarily new sanctions, but above all the enforcement of existing sanctions.&#8221;<\/strong> Added to this is the desire to win over traditional partners through regional expansion. \u201cI can announce today a new international connectivity project.<strong> It will link the South Caucasus and Central Asia directly to the European market<\/strong> \u2013 what we call the &#8220;<strong>Middle Corridor&#8217;,&#8221; <\/strong>she said. It is the EU expanding eastwards, at Russia\u2019s expense, with renewed determination.<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\">&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/14\/white-paper-on-defense-identifies-russia-and-china-as-possible-eu-enemies\/\">https:\/\/www.eunews.it\/en\/2025\/03\/14\/white-paper-on-defense-identifies-russia-and-china-as-possible-eu-enemies\/<\/a><\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<h4 id='an-alliance-with-canada-against-trump'  id=\"boomdevs_2\">An alliance with Canada against Trump<\/h4>\n<p style=\"margin-bottom: 0px\">\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"> This decision is not merely anti-Russian; it is a natural response to the challenge to the traditional world order. The announcement regarding the Middle Corridor forms part of the context of the trade agreements signed by the EU with the rest of the world, starting with Mercosur, in response to Donald Trump\u2019s tariff policy. In this regard, the US president is never mentioned except on two occasions, and always implicitly: the first time, when von der Leyen recalls \u201cwhen we stood up for <a href=\"https:\/\/www.eunews.it\/en\/2026\/01\/05\/trump-challenges-nato-and-eu-greenland-in-crosshairs-after-caracas\/\" target=\"_blank\" rel=\"noopener\">Greenland when it was threatened&#8221;, a threat from the United States and its president<\/a> in office; the second time is when von der Leyen emphasises that &#8220;in this new world, <strong>we must urgently reimagine our partnerships. And build global coalitions<\/strong> for our resilience and democracies.\u201d<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px\"><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">In this context, von der Leyen\u2019s strategy is to \u201c<strong>bring the relation with Canada to the highest level possible<\/strong>,\u201d she said. &#8220;<strong>I would like to work with you on opening the door for Canada to be the first associate member of the EU<\/strong>,&#8221; she announced to the European Parliament, where the Canadian Prime Minister, <strong>Mark Carney<\/strong>, was invited for the occasion. In geopolitical terms, this would mean dismantling the <a href=\"https:\/\/ustr.gov\/trade-agreements\/free-trade-agreements\/united-states-mexico-canada-agreement\" target=\"_blank\" rel=\"noopener\">UMSCA<\/a> area, the customs union, and the free trade area that Trump sought to replace the NAFTA free trade agreement with Canada and Mexico. &nbsp;<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px\">The gauntlet has been thrown down at the never\u2011mentioned Trump.&nbsp;Together with Canada, \u201c<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">we will move from CETA (the bilateral free trade agreement, ed.) to an Alliance for the Future to create a common prosperity and economic security space.\u201d<\/span><\/span> Together, von der Leyen insists, \u201cWe will work on intelligent manufacturing. We will create a tech alliance.<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u201d<\/span><\/span> Furthermore, \u201c<strong>we will integrate defence industrial bases. We will make the Arctic a flagship joint project.<\/strong><span class=\"jCAhz\"><span class=\"ryNqvb\">\u201d<\/span><\/span> As part of this new partnership, \u201cWe will work on energy, critical minerals and batteries. On AI, quantum, cyber and economic security.<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u201d It is the EU that is &#8220;dumping&#8221; the United States in favour of a new partner.<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<h4 id='a-more-muscular-europe-in-its-approach-to-china'  id=\"boomdevs_3\">A more muscular Europe in its approach to China<\/h4>\n<p style=\"margin-bottom: 0px\">\n<p>In this renewed drive, von der Leyen\u2019s European Union \u2013 at least in the statements made in her policy address \u2013 is showing itself to be resolute and combative in its stance towards China. &#8220;<strong>O<\/strong><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>ur trade deficit with China now stands at one billion euros a day,<\/strong>&#8221; she said.<\/span><\/span>&nbsp;&#8220;It has reached a tipping point. Some say the second China shock is looming. But it&#8217;s already here. It shows in our communities and in factories across our Union.<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">&#8221; The economic and trade imbalance \u201cleads to deindustrialisation in the industrial heartlands of Europe. This is&nbsp;<strong>unsustainable.<\/strong>\u201d<\/span><\/span>&nbsp;<\/span><\/p>\n<p style=\"margin-bottom: 0px\"><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz\"><span class=\"ryNqvb\">The President of the European Commission noted that &#8220;we are engaged in a dialogue with China to rebalance our trade. But this dialogue must now lead to results.<\/span><\/span><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u201d Von der Leyen imposes her diktat on Beijing: \u201cW<strong>e will use all the tools at our disposal to rebalance our relationship. Words are good.
