Brussels \u2013 \u201cChannelling European public funds towards European factories” is an urgent priority that the French Minister for Industry, S\u00e9bastien Martin<\/strong>, intends to tackle<\/a> together with the other 26 EU ministers. Arriving in Brussels today (24 September) for the Competitiveness Council<\/a>, Martin reiterated that \u201cstrong competition, particularly from Asia, is having an impact on the European market<\/strong>\u201d and that it was necessary to \u201cagree as soon as possible on the Industrial Accelerator Act<\/a> (IAA)\u201d <\/strong>to finally give \u201cEurope the capacity to act in industrial matters.\u201d<\/p>\n

According to Martin, the matter comes down to a single question: \u201cWhen public funds are available, do we want to channel them towards European factories and workers\u201d or \u201cthose outside Europe?\u201d Martin noted that for \u201ccertain industrial sectors\u201d, and in particular \u201cthe automotive industry\u201d, Europe already has \u201can integrated value chain capable of producing cars.\u201d On the other hand, \u201cfor other sectors, the value chain may be more open\u201d and, consequently, \u201cwe must remain open to the world\u201d. However, he stressed that \u201cproduction must take place in Europe to qualify for public incentives.\u201d Therefore, \u201cEuropean public money must go to European workers and factories.\u201d <\/p>\n

The IAA is a legislative proposal put forward by the European Commission to strengthen the competitiveness, resilience and decarbonisation of EU industry. It introduces the concept of \u2018Made in Europe\u2019 \u2013 that is, a European preference \u2013 which imposes strict requirements on production chains to qualify for EU public procurement contracts. The text also includes the possibility that products from around 40 third countries outside the EU may be treated as equivalent to \u2018Made in Europe\u2019 and be eligible for European public procurement contracts. <\/span><\/p>\n

Some EU countries urge a greater openness to trade. For example, the German Minister for Economic Affairs, Katherina Reiche<\/strong>, said<\/a> that \u201cthe regulatory framework should, in our view, follow the \u2018Made with Europe\u2019 principle \u2013 that is, manufacturing in Europe, but in partnership with our trading partners such as Norway, Switzerland, and Canada.\u201d<\/strong> Similarly, the Spanish Minister for Industry, Jordi Hereu I Boher<\/strong>, has pointed out<\/a> that his country promotes \u201copen strategic autonomy, in cooperation and collaboration with other regions of the world and other countries.” Spain approaches this issue by defining \u201cthree basic geographical areas\u201d: the \u201ccore\u201d, that is, the EU-27; the \u201cEuropean Economic Area\u201d and \u201cother reliable countries with which we have reciprocity from both a legal and practical standpoint,\u201d and, finally, \u201cthe rest of the world\u201d. That is, \u201cthird countries with which we have trade agreements and other treaties which, depending on the sector, we can make full use of in defining our strategy,\u201d Boher clarified. <\/p>\n

The Italian Minister for Industry and Made in Italy, <\/strong> Adolfo Urso<\/strong>, stands halfway between a “protectionist” stance and a more \u2018open-market\u2019 approach.<\/strong> At a press briefing on the sidelines of the Council meeting, the minister stated that \u201cthis \u2018Made in Europe\u2019 must be effective and balanced.” This means that, on the one hand, it must \u201censure the competitiveness of our industrial sectors,\u201d and on the other, \u201cintegrate those strategic partners with whom we share values and industrial supply chains, to ensure the production lines and supply chains that are fundamental to the growth, resilience and security of our continent.\u201d Among the strategic partners, Urso mentioned \u201cGreat Britain, Norway, Canada, and Japan.” More specifically, regarding the Industrial Accelerator Act and the \u2018Made in Europe\u2019 principle, \u201cwe believe we must build on the industrial base of the 27 member states, with an inclusive and balanced vision, both to safeguard industrial supply chains and thus security of supply, and to include the continent\u2019s strategic partners in our industrial policy strategy\u201d, he said. \u201cWe must not be unrealistic,\u201d he added, \u201cwe must be pragmatic and responsible\u201d because \u201cnow is the time to build our continent\u2019s strategic autonomy\u201d and \u201cwe have no time to lose,\u201d the minister concluded.<\/p>\n","protected":false},"excerpt":{"rendered":"
