{"id":467215,"date":"2026-10-07T16:55:37","date_gmt":"2026-10-07T14:55:37","guid":{"rendered":"https:\/\/www.eunews.it\/2026\/10\/07\/difesa-kubilius-incalza-parlamento-e-consiglio-approvino-la-schengen-militare\/"},"modified":"2026-10-07T17:10:00","modified_gmt":"2026-10-07T15:10:00","slug":"defence-kubilius-urges-parliament-and-the-council-must-approve-the-military-schengen","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2026\/10\/07\/defence-kubilius-urges-parliament-and-the-council-must-approve-the-military-schengen\/","title":{"rendered":"Defence, Kubilius urges: &#8220;Parliament and the Council must approve the &#8216;military Schengen'&#8221;"},"content":{"rendered":"<p>Brussels \u2013 Next year, \u201cRussia will spend an amount equal to, or even slightly greater than, the combined total of all EU Member States, namely between 500 and 550 billion euros.\u201d <strong>The Council and the European Parliament \u201cmust understand this and act accordingly, including at national level, particularly with regard to military mobility.<\/strong>\u201d This was <a href=\"https:\/\/audiovisual.ec.europa.eu\/en\/media\/video\/I-295272\" target=\"_blank\" rel=\"noopener\">stated<\/a> today (7 October) by the European Commissioner for Defence, <strong>Andrius Kubilius<\/strong>, in Hamburg (Germany) at a conference on \u201cSchengen \u2013 military logistics and transport\u201d.&nbsp;<\/p>\n<p><a href=\"https:\/\/transport.ec.europa.eu\/news-events\/news\/commission-moves-towards-military-schengen-and-transformation-defence-industry-2025-11-19_en\" target=\"_blank\" rel=\"noopener\">Military Schengen<\/a> is a European Commission initiative aimed at speeding up the movement of military equipment within the EU. It is a proposal that \u201creplaces a patchwork of 27 different national regulations with a single, clear European regulation,\u201d&nbsp;the European Commissioner explained. In particular, it proposes to remove existing administrative, financial, and infrastructural barriers in order to create a sort of area of free movement, modelled on the \u201c<a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/schengen-area\/\" target=\"_blank\" rel=\"noopener\">Schengen area<\/a>\u201d of the same name \u2013 the area of free movement in which systematic internal border controls have been abolished. The text is currently being negotiated in a trilogue \u2013 between the Commission, the Council, and the European Parliament \u2013 and <strong>the Commission fears that its ambitions may be scaled back as a result of the interinstitutional negotiations<\/strong>.&nbsp;<\/p>\n<p>Speaking on the German stage, Kubilius took the opportunity to reiterate that, on the contrary, \u201cdefence readiness\u201d must be accelerated, as \u201cshould \u2018Day X\u2019 arrive \u2013 that is, the day of a potential Russian aggression \u2013 we must realise that we would be facing a Russian army hardened by combat and capable of deploying 10 million drones a year.\u201d According to the Commissioner, \u201cin Europe, the defence of every single country depends on the collective European defence architecture, within which the movement of troops and equipment between different countries and regions is of crucial importance.\u201d Therefore, \u201cour ability to deter an attack does not depend solely on how much we spend on defence,\u201d but \u201con how, at what speed, and in what quantities we are able to move military equipment across the European continent.\u201d <strong>The European Commission has understood this and \u201chas acted accordingly.\u201d<\/strong> The reason? \u201cNATO cannot do it alone. Nor can individual Member States, nor can the military or civilians succeed on their own.
