{"id":467250,"date":"2026-10-07T19:01:03","date_gmt":"2026-10-07T17:01:03","guid":{"rendered":"https:\/\/www.eunews.it\/2026\/10\/07\/le-capitali-contro-i-tagli-al-bilancio-ue-la-coesione-non-e-una-semplice-redistribuzione\/"},"modified":"2026-10-07T19:28:36","modified_gmt":"2026-10-07T17:28:36","slug":"capital-cities-oppose-eu-budget-cuts-cohesion-is-not-merely-a-matter-of-redistribution","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2026\/10\/07\/capital-cities-oppose-eu-budget-cuts-cohesion-is-not-merely-a-matter-of-redistribution\/","title":{"rendered":"Capital cities oppose EU budget cuts: &#8220;Cohesion is not merely a matter of redistribution&#8221;"},"content":{"rendered":"<p>Brussels \u2013 The European Union\u2019s multiannual budget is not merely an accounting exercise, but the instrument through which Brussels funds its priorities and translates them into concrete actions on the ground. <strong>This is the message put forward by the President of the European Committee of the Regions, Kata T\u00fctt\u0151, and the mayors of 20 European capital cities plus The Hague<\/strong> in an open letter \u2013 which <em>Eunews<\/em> has seen \u2013 addressed to the Irish Prime Minister Miche\u00e1l Martin and the President of the European Council Ant\u00f3nio Costa, ahead of the negotiations on the <a href=\"https:\/\/www.eunews.it\/en\/2025\/09\/03\/commission-completes-proposal-for-the-2028-2034-eu-long-term-budget\/\">Multiannual Financial Framework (MFF) 2028\u20132034<\/a>.&nbsp;<\/p>\n<p>The letter is signed by the mayors of Athens, Bratislava, Brussels, Bucharest, Budapest, Dublin, Lisbon, Luxembourg, Madrid, Nicosia, Paris, Riga, Rome, Sofia, Tallinn, The Hague, Valletta, Vienna, Vilnius, Warsaw and Zagreb. These are cities from 21 EU Member States.&nbsp;<\/p>\n<p>Local leaders warn that any cuts to EU funding would directly undermine the EU\u2019s ability to tackle the continent\u2019s major challenges. Administrators are concerned about the stance taken by six Member States, which have proposed <strong>to reduce the total amount proposed by the European Commission \u2013 amounting to \u20ac2,000 billion<\/strong> <strong>\u2013 by several hundred billion<\/strong>.&nbsp;<\/p>\n<p>A cut which, according to the signatories, would risk further widening the gap between the Union\u2019s ambitions and the resources needed to achieve them. This also refers to <a href=\"https:\/\/commission.europa.eu\/topics\/competitiveness\/draghi-report_en\" target=\"_blank\" rel=\"noopener\">Draghi\u2019s report on competitiveness<\/a>, which states that the EU would need an additional \u20ac750\u2013800 billion in investment each year by 2030 to meet the targets already set for the green transition, security, and digitalisation.&nbsp;<\/p>\n<p>This is why the capitals are calling for \u201cmaximum transparency\u201d regarding the regional impact of any potential budget cuts. This request comes, in particular, in the run-up to the negotiations on the next MFF, which will set out the <strong>allocation of European resources for the period 2028\u20132034<\/strong> and thus determine the funding capacity for numerous common policies.&nbsp;<\/p>\n<p>Central to the letter is also the defence of cohesion policy, which <strong>the signatories argue \u201ccannot be regarded as a mere mechanism for redistribution\u201d between Member States and regions<\/strong>. On the contrary, the mayors argue, investment in cohesion helps to strengthen the Single Market and the competitiveness of the EU as a whole, by supporting growth and the investment capacity of local areas.&nbsp;<\/p>\n<p>The signatories also call for cities and regions to retain a direct role in the governance of European programmes. <strong>The simplification of procedures<\/strong>, the letter states, <strong>should not result in the centralisation of decision-making<\/strong> or a reduction in investment allocated to local areas.&nbsp;<\/p>\n<p>The fear among national capitals is that <strong>the drive for greater administrative efficiency will ultimately weaken the very local level<\/strong>, which is called upon to manage some of the key challenges facing Europe today.
