The press conference marking the start of the <a href=\"https:\/\/eu-regions-week.europa.eu\/\" target=\"_blank\" rel=\"noopener\">European Regions Week<\/a>&nbsp;held by the Vice-President of the EU executive, <strong>Raffaele Fitto<\/strong>, and the President of the CoR, <strong>Kata T\u00fctt\u0151<\/strong>, highlights all the limitations of today\u2019s Europe, characterised by differing visions and institutions that are disconnected from one another.&nbsp;<\/p>\n<p>On the one hand, the Committee of the Regions and T\u00fctt\u0151 \u2013 \u201c<strong>we reject the narrative of an old and outdated cohesion policy<\/strong>\u201d \u2013 on the other, an EU executive that continues to argue for the need to \u201c<strong>align cohesion policy with our new priorities and adapt the role of the regions to the new context<\/strong>\u201d created by the war in Ukraine and international stability issues, as Fitto points out.&nbsp;<\/p>\n<p>Although T\u00fctt\u0151&nbsp;repeatedly spoke of &#8220;good cooperation&#8221; with the Commission on cohesion across all fronts (strategies, the right to housing, islands, outermost regions, border regions), the European Union is operating in a disorganised, confused and cordially conflictual manner, and the Fitto-T\u00fctt\u0151 duo merely confirms this. \u201c<strong>Today we are in a new context,<\/strong>\u201d insists the Commission\u2019s Executive Vice-President. \u201c<strong>Now cohesion is disconnected from the rest,<\/strong>\u201d replies the President of the Committee of the Regions, referring to a <a href=\"https:\/\/www.eunews.it\/en\/2025\/10\/13\/fitto-cohesion-without-the-local-authorities-is-impossible-the-committee-of-the-regions-remains-skeptical\/\" target=\"_blank\" rel=\"noopener\">further criticism of the system<\/a> of the multiannual financial framework (MFF 2028\u20132034), which sees resources for agriculture and the regions merged into a single financial envelope, no longer managed at the local level but centralised.<\/p>\n<p>In what appears more like a dialogue of the deaf than a constructive effort to find genuinely shared solutions, the only point of convergence is the defence of resources. <a href=\"https:\/\/www.eunews.it\/en\/2026\/10\/12\/multiannual-budget-irish-presidency-proposes-further-cuts-of-108-billion-parliament-regions-and-farmers-protest\/\">The Irish Presidency of the Council of the EU has put forward a proposal<\/a> marked by significant cuts to the European Commission\u2019s budget, which, for the Common Agricultural Policy (CAP) and cohesion policies combined, entails further reductions totalling 27.8 billion euros. \u201c<strong>Cutting cohesion means cutting investment in competitiveness<\/strong>\u201d, thunders the President of the Committee of the Regions.
