Brussels \u2013 The green light has come from Brussels: the European Commission \u201chas approved the updated Italian plan under the SAFE instrument\u201d, the EU mega-loan of 150 billion<\/a> for defence. The announcement<\/a> was made today (13 October) by the spokesperson for the European Commission, Thomas Reigner<\/strong>, during the daily press briefing. The figure \u201cis just over \u20ac8 billion,\u201d<\/strong> he emphasised.<\/p>\n

Regarded as the first pillar of Rearm Europe<\/a> \u2013 the plan adopted by the European Commission in March 2025, which sets out legal and financial measures<\/strong> to stimulate investment in the defence sector \u2013 the European Security Action Instrument<\/a> (SAFE) provides financial assistance to Member States in the form of loans worth up to \u20ac150 billion. The aim is to rapidly increase production and investment not only in defence but also in military technology through joint procurement. <\/span> <\/p>\n

The spokesperson stated that today\u2019s development is \u201ca very important step for us and for Italy, given the role that the Italian defence industry plays in Europe and for Europe.\u201d It is now up to the EU Council \u201cto approve the updated versions from the European Commission and Italy.\u201d And only after the EU Council has signed, \u201cwill we proceed to sign the loan agreement<\/strong> so that we can disburse an initial tranche of 15 per cent to the Italian government,\u201d he reiterated. <\/p>\n

The eight billion<\/a> that are due to arrive are the outcome of a series of lengthy discussions between Rome and Brussels. At the end of August, the Italian government had proposed using \u20ac8.9 billion in EU funds for defence \u2013 that is, \u20ac6 billion less than the \u20ac14.9 billion made available by Brussels to the Meloni government.
