Hours later, Russian strikes hit Kyiv, killing at least one person and damaging residential buildings and a metro station.

The escalation comes as US President Donald Trump defends his decision to delay further sanctions against Moscow, arguing that additional pressure could undermine negotiations. Ukrainian President Volodymyr Zelenskyy has warned that easing restrictions risks strengthening Russia’s ability to continue the war.

For Europe, the disagreement raises a difficult question: how far can European governments sustain Ukraine’s military capabilities if Washington becomes less willing to provide the support on which Kyiv depends?

Ukraine takes its long-range campaign deeper into Russia

Sunday’s attacks demonstrated the expanding scale of Ukraine’s long-range drone operations.

Russia’s Defence Ministry claimed to have intercepted 1,015 Ukrainian drones across 15 Russian regions, occupied Crimea and the Black Sea. The figure has not been independently verified, but the attacks caused fires at the St Petersburg Oil Terminal, the Ruchyi oil depot and industrial facilities.

Russian authorities reported one person killed and injuries in the affected region. A logistics centre operated by Ozon and a data centre belonging to Russian technology company VK were also targeted.

The strikes form part of Ukraine’s effort to impose economic and logistical costs on Russia beyond the battlefield. Oil facilities are particularly important because energy exports generate revenue for the Russian state, while fuel supplies remain essential to military operations.

However, the immediate scale of an attack does not necessarily determine its strategic effectiveness.

The longer-term consequences will depend on how quickly damaged facilities can resume operations, whether fuel shipments are disrupted and how many air-defence systems Russia must divert to protect infrastructure far from the front line.

Russia continues its campaign against Ukraine’s energy network

While Ukraine has intensified attacks inside Russia, Moscow has continued targeting Ukrainian energy infrastructure.

On Sunday, Zelenskyy said Russian forces had struck Ukraine’s energy, oil and gas facilities 76 times during the preceding week. The attacks have damaged substations and other essential infrastructure, leaving thousands of households without electricity.

The pressure continued into Monday morning, when a Russian strike on Kyiv killed a woman and injured three people, according to Mayor Vitali Klitschko. The attack damaged a 25-storey residential building, a metro station and a medical facility.

The timing is particularly significant as Ukraine approaches another winter of sustained attacks on its power network.

Damage to electricity infrastructure has consequences beyond civilian energy supplies. It can disrupt industrial production, railway operations, communications and the maintenance of military equipment.

Protecting these facilities requires a continuous supply of air-defence interceptors, which are expensive to manufacture and increasingly difficult to obtain in sufficient quantities.

The challenge is becoming more complicated as Russia combines ballistic missiles with large numbers of attack drones. Ukraine must therefore defend critical infrastructure against weapons with very different speeds, flight characteristics and interception requirements.

This places additional pressure on the country’s air-defence network, particularly when relatively inexpensive drones force defenders to expend more costly missiles.

Washington’s approach deepens uncertainty for Kyiv

Trump defended his decision to delay new sanctions against Moscow, arguing that further restrictions could undermine diplomatic efforts to end the war.

He has also criticised Ukrainian strikes against Russian oil infrastructure, while Zelenskyy has warned that easing economic pressure on Moscow could strengthen Russia’s ability to finance its military operations.

The dispute follows an energy ceasefire announced by Trump on 11 October. Although Ukraine expressed its willingness to halt strikes against Russian oil facilities if Moscow reciprocated, no lasting agreement emerged, and attacks against energy infrastructure continued.

The disagreement is particularly consequential because Ukraine remains dependent on American capabilities that European governments cannot readily replace.

On Sunday, Zelenskyy confirmed that the United States had resumed intelligence sharing after a temporary interruption. The information is particularly important for detecting incoming Russian ballistic missiles. Trump had previously maintained that intelligence sharing was continuing.

Separately, Reuters reported that an instruction to restrict Ukraine’s Starshield satellite communications service originated within the White House, citing American and Western officials. Trump denied that his administration was responsible. The restrictions reportedly affected battlefield communications and drone operations.

The distinction matters. Ukraine can expand its domestic weapons production and purchase additional European equipment, but replacing advanced intelligence, communications and missile-warning capabilities presents a different challenge.

Washington’s willingness to provide these services therefore remains an important factor in Ukraine’s ability to defend itself, regardless of how much military equipment Europe can finance.

Europe maintains pressure on Russia’s defence industry

The European Union has continued pursuing a strategy based on sanctions, military assistance and efforts to expand defence production.

On 12 October, the EU adopted restrictive measures against 1,569 Russian individuals and entities connected to the country’s military-industrial complex.

The package includes 826 companies and 743 executives, making it the largest single set of listings adopted under the EU’s sanctions regime supporting Ukraine’s territorial integrity.

The measures focus particularly on suppliers of electronics, communications equipment, navigation systems and other components used in Russian weapons production.

The objective is to weaken Russia’s ability to manufacture and replace military equipment, particularly missiles and drones.

However, sanctions alone cannot immediately reduce Russia’s capacity to conduct attacks. Their effectiveness depends on enforcement, restrictions on alternative supply routes and the difficulty Russian manufacturers face in obtaining replacement components.

The divergence between Washington and Brussels is therefore becoming ever more visible.

While the Trump administration has defended delaying additional restrictions in pursuit of negotiations, European governments have continued expanding measures intended to constrain Russia’s war economy.

This does not amount to a complete breakdown in transatlantic cooperation. American intelligence sharing has resumed, and diplomatic contacts between Washington and Kyiv remain active.

Nevertheless, the differences over sanctions and Ukraine’s long-range strikes illustrate how increasingly difficult it has become to maintain a common approach.

Europe’s military challenge goes beyond financing

For European governments, the immediate problem is not simply how much money to commit to Ukraine, but how quickly financial commitments can be converted into military capabilities.

Ukraine requires sustained deliveries of air-defence interceptors, artillery ammunition, drones and other equipment. Many of these weapons depend on specialised production lines that cannot be expanded overnight.

Patriot interceptors remain a particularly important example.

European governments can finance additional purchases, but manufacturing capacity and delivery schedules determine when the missiles become available. Additional funding cannot immediately compensate for limited production.

The same challenge extends to advanced intelligence and communications systems, where Europe continues to depend on American technology and infrastructure.

Ukraine’s domestic drone industry offers a different approach, demonstrating how rapid development and relatively flexible manufacturing can increase the availability of certain weapons.

Yet drones cannot replace every conventional capability. Defending against ballistic missiles, for example, still requires sophisticated interception systems and specialised equipment.

Europe’s longer-term task is therefore to expand its own production capacity while ensuring that Ukraine receives the weapons and services it needs in the meantime.

The week ahead

Three developments will be particularly important over the coming days.

The first is whether Russia sustains its concentrated attacks on Ukraine’s energy infrastructure. The frequency of strikes, the availability of interceptors and the speed of repairs will determine how much pressure the country faces as winter approaches.

The second is whether Ukraine’s attacks on Russian oil facilities produce lasting disruption. Temporary fires and interrupted operations impose costs, but prolonged damage to export infrastructure would have more significant economic consequences.

The third is Washington’s next move on sanctions and military assistance. The resumption of intelligence sharing provides some reassurance, but the wider disagreement over Ukraine’s strategy remains unresolved.

For Europe, these developments reinforce a central lesson of the war: political support must be matched by the industrial and military capacity to sustain it.

Ukraine’s ability to withstand Russian pressure will depend not only on what happens along the front line, but also on whether its partners can deliver the weapons, intelligence and financial

A weekend of extensive drone attacks, renewed Russian strikes on Ukrainian cities and growing tensions between Washington and Kyiv has exposed a central weakness in Ukraine’s war effort: its continued dependence on American military support at a time when the White House is increasingly at odds with its strategy

[30809
30623,36266,36265,35831,27076,25803,29164,30548,33051,28500,30612,33872
post-468373","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-defence-security","tag-aggressione-en","tag-dependence","tag-drone-attack","tag-kyiv","tag-putin-en-2","tag-russia-in-2","tag-trump-en","tag-ukraine-in-2","tag-us","tag-war-en","tag-washington-en","tag-zelenskyy
["GET
