Brussels \u2013 The European Commission has adopted<\/a> today (30 October) a proposal, which must be submitted to the Council for approval, concerning the remaining portion of the loan to Ukraine, amounting to \u20ac45 billion for 2027. This amounts to half of the 90 billion loan<\/a> agreed by the EU to cover Kyiv\u2019s needs for 2026 and 2027. \u201cWith today\u2019s proposal, we are offering Ukraine much-needed predictability and helping to maintain essential public services,\u201d commented President Ursula von der Leyen<\/strong>. \u201cStrengthening support for Ukraine is a priority on the agenda in Montreal. Together with our allies, we must also do everything in our power to put pressure on Russia to end its barbaric war of aggression,\u201d she added. <\/p>\n

The support to be provided to Ukraine by 31 December 2027 will be allocated to \u201cbudget support<\/strong>, up to a maximum of \u20ac13.3 billion<\/strong>, divided equally between the Ukraine Facility and macro-financial assistance\u201d and to \u201cUkraine\u2019s defence industrial capacity<\/strong>, amounting to \u20ac31.7 billion.<\/strong>\u201d The Commission emphasises that \u201cbudget support will be subject to strict conditions relating to the rule of law, the fight against corruption, economic resilience, and sustainability.\u201d <\/p>\n

The Commission\u2019s proposal will now be forwarded to the Council for adoption. On the basis of this proposal, Member States will decide on the allocation of support under the 2027 support loan for Ukraine, using the Ukraine Facility, macro-financial assistance, and the strengthening of industrial capacity in the defence sector. Following the Council\u2019s adoption of the available financial assistance, the Commission will take the necessary measures to ensure that disbursements to Ukraine can take place in early 2027.<\/p>\n","protected":false},"excerpt":{"rendered":"
