Ukraine back square one as Zelensky restores anti-corruption bodies’ independence

Brussels – No crackdown on corruption bodies in Ukraine. Ukrainian President Volodymyr Zelensky has signed decrees that effectively annul previous legal provisions and restore independence to the National Anti-Corruption Bureau (NABU) and the Office of the Special Anti-Corruption Prosecutor (SAPO). There will therefore no longer be control by the Prosecutor General, appointed directly by the Presidency of the Republic. Zelensky’s decision comes after street protests and international pressure from Kyiv’s partners, starting with the European Union.

They rejoice in the very capital of the European Union. “The signing of the law restoring the independence of NABU and SAPO is a welcome step,” said the Presidents of the European Council, Antonio Costa, and the head of the EU Commission, Ursula von der Leyen, in a joint note. “Ukraine’s rule of law and anti-corruption reforms should continue. They remain essential for Ukraine’s progress on the European path,” they add, recalling the necessary commitments ahead of EU membership.

With the case settled, the call is now to continue along the agreed path. “The European Union will continue to support these reform efforts” necessary to bring Kyiv closer to the twelve-star club, the EU leaders emphasize. Zelensky certainly did not come off well with his partners, and now he and his country will remain under close scrutiny.
