Brussels – The EU Council has formally adopted the regulation implementing the safeguard clauses of the EU-Mercosur Partnership Agreement and the provisional EU-Mercosur trade agreement for agricultural products. The regulation aims to strengthen the protection of EU farmers by allowing for the rapid application of safeguard measures in cases where imports from Mercosur partners threaten to cause serious damage to EU producers. In particular, the “emergency brake” sets a threshold of 5 per cent over a three-year average for launching an investigation into sensitive products. These investigations will be completed within four months, and, in urgent cases, provisional measures may be implemented within 21 days.
