    Mercosur, EU Council adopts safeguard clauses for agricultural products

    Regulations on protection mechanisms for the sector were formally approved. The Cypriot Presidency rejoices

    Brussels – The EU Council has formally adopted the regulation implementing the safeguard clauses of the EU-Mercosur Partnership Agreement and the provisional EU-Mercosur trade agreement for agricultural products. The regulation aims to strengthen the protection of EU farmers by allowing for the rapid application of safeguard measures in cases where imports from Mercosur partners threaten to cause serious damage to EU producers. In particular, the “emergency brake” sets a threshold of 5 per cent over a three-year average for launching an investigation into sensitive products. These investigations will be completed within four months, and, in urgent cases, provisional measures may be implemented within 21 days.

    “We are committed to protecting our farmers, and today we have kept that promise,” said Michael Damianos, Minister of Energy, Trade and Industry of Cyprus, whose government holds the rotating presidency

    of the EU Council. “Thanks to this regulation, we will be able to react quickly and effectively to protect our agricultural interests, while promoting closer trade ties with Mercosur.”
