Iran: Revolutionary Guards officially added to EU terrorist list

The decision follows the political agreement reached by the EU Foreign Affairs Council on 29 January, after the widespread violence that led to the deaths of more than 30,000 civilians during protests in recent months in Tehran and other major cities across the country.

Brussels – The Council of the European Union has officially added Iran’s Islamic Revolutionary Guard Corps (IRGC)—the military force tasked with defending and protecting the ideology and security of the Islamic Republic regime—to the EU list of terrorist groups. Under the EU’s anti-terrorism sanctions regime, the militia will be subject to a series of restrictive measures. In particular, all economic resources and financial assets of the paramilitary group present in Member States will be frozen, and EU operators will be strictly prohibited from providing funds to members of the militia.

The formal decision—made official today (19 February)—follows the political agreement reached at the Foreign Affairs Council on 29 January and comes in response to the violence perpetrated by the IRGC, which led to the deaths of more than 30,000 civilians during the mass protests that swept across the country between December 2025 and January 2026.
