Brussels – The reconstruction of Ukraine will cost approximately half a trillion dollars. The European Union estimates it at 486 billion dollars, while the World Bank forecasts 588 billion dollars. But the costs are not only economic; there are also, and more importantly, human costs, which Brussels is beginning to consider. From 24 February 2022, the day Russian military operations began in Ukraine, to date, there have been a total of 56,550 Ukrainian civilian casualties. Of these, 15,172 are dead, and 41,378 are wounded.

The data were collected by the United Nations Human Rights Monitoring Mission in Ukraine and provided by the Commissioner for Crisis Management, Hadja Lahbib, in response to a parliamentary question about the humanitarian situation in the country. “The Commission is informed about the civilian casualties’ figures in Ukraine,” Lahbib assured, demonstrating how sensitive the EU executive is to the issue and how active it is on the political, technical, and, above all, assistance fronts.

Since the start of hostilities, the EU has granted “a total of 1.31 billion euros in humanitarian aid funding” as part of  broader economic and financial support from Brussels to Kyiv, Lahbib recalls. Of this 1.31 billion euros, she explains, 300 million has been allocated to shelter support. As part of this effort, the Commission provided Ukraine with “light prefabricated units, worth EUR 12 million, which mostly served as heating points.”
Among other things, Lahbib continues, the Commission has supported the light rehabilitation and construction of bomb shelters, as well as the rehabilitation and basic refurbishment of residential buildings, schools, and temporary reception centres.
