Brussels – The European Commission has adopted today (30 October) a proposal, which must be submitted to the Council for approval, concerning the remaining portion of the loan to Ukraine, amounting to €45 billion for 2027. This amounts to half of the 90 billion loan agreed by the EU to cover Kyiv’s needs for 2026 and 2027. “With today’s proposal, we are offering Ukraine much-needed predictability and helping to maintain essential public services,” commented President Ursula von der Leyen. “Strengthening support for Ukraine is a priority on the agenda in Montreal. Together with our allies, we must also do everything in our power to put pressure on Russia to end its barbaric war of aggression,” she added.
The support to be provided to Ukraine by 31 December 2027 will be allocated to “budget support, up to a maximum of €13.3 billion, divided equally between the Ukraine Facility and macro-financial assistance” and to “Ukraine’s defence industrial capacity, amounting to €31.7 billion.” The Commission emphasises that “budget support will be subject to strict conditions relating to the rule of law, the fight against corruption, economic resilience, and sustainability.”
The Commission’s proposal will now be forwarded to the Council for adoption. On the basis of this proposal, Member States will decide on the allocation of support under the 2027 support loan for Ukraine, using the Ukraine Facility, macro-financial assistance, and the strengthening of industrial capacity in the defence sector. Following the Council’s adoption of the available financial assistance, the Commission will take the necessary measures to ensure that disbursements to Ukraine can take place in early 2027.
