Brussels – Today (14 July), the European Commission launched a public consultation on the European Plan for Affordable Housing, which addresses the housing crisis that continues to affect millions of Europeans. The plan, as intended by the Commission, will help EU Member States, regions, and cities tackle structural challenges, unlock public and private investment, and improve access to affordable housing. It is planned for next year.

Dan Jørgensen, Commissioner for Energy and Housing, explained: “Tackling the housing crisis affecting millions of Europeans requires participatory action. The voice of our citizens is crucial in shaping a European Affordable Housing Plan that can truly make a meaningful impact on people’s lives across the European Union. If we want all Europeans to have affordable, sustainable, and decent housing, we need to work together at all levels of governance and across all sectors.“

This consultation, following a call for evidence, marks the second phase of gathering stakeholders’ views on all areas relevant to affordable housing in the EU, including financing, state aid, simplification, and short-term housing rentals, among others. Stakeholders are invited to provide their views until 17 October 2025. This initiative builds on the Commission’s ongoing efforts to make housing more sustainable and affordable across the EU. These include the recent establishment of the Housing Advisory Committee, a group of independent experts that will advise the Commission in preparing the plan, and the ongoing consultation on revising the state aid rules.
