    In 2025, the EU launched 552 infringement procedures and referred 71 cases to the Court

    Brussels – In 2025, the Commission launched 552 new infringement procedures against Member States for failing to comply with European regulations. This was reported by the Commissioner for the Economy, Valdis Dombrovskis, during a hearing before the Committee on Legal Affairs of the European Parliament. In addition to the 552 new infringement procedures, there were 71 referrals to the Court of Justice of the EU, concerning 21 different Member States, including Italy. Twenty of the 71 referrals were accompanied by requests for fines. “When cooperation in implementing European regulations fails, decisive action is necessary,” Dombrovskis emphasised.

    The good news, he points out, is that 554 old pending cases were closed in 2025. Furthermore, the Commissioner for Economic Affairs explains, there has been “an increase in the use of pre-infringement dialogue, which has resulted in a 76 per cent success rate and prevented the initiation of proceedings.”
