    Brussels – Goodbye to cigarette filters? The EU is considering the matter. No decision has been taken one way or the other, but no option appears to be ruled out at present. This is partly because the call for a ban comes from such a broad political spectrum that it cannot be ignored. Ten MEPs representing the European People’s Party (EPP), Socialists (S&D), Liberals (RE), Greens and the radical left (laSinistra) are calling for a ban of filters, which, when the cigarette is finished, “release microplastics and toxic chemicals into water, soil, and ecosystems. Furthermore, they insist, “there is a growing body of evidence showing that cigarette filters offer no health benefits to smokers.” 

    In Brussels, the Health Commissioner, Oliver Varhelyi, assures us that “the Commission recognises that various components of tobacco products are toxic and that cigarette filters are one of the main sources of waste produced by the tobacco industry and its derivatives.” The issue therefore arises—and the EU executive is working on it—along at least two lines. On the one hand, there is the Directive on single-use plastics, which the EU is currently assessing with a view to possible updates. This process is expected to be completed by July 2027, and so “it is premature to conclude whether the measures applicable to filters need to be amended,” explains the Commissioner for Health. 

    At the same time, however, the Commission intends to propose by the end of 2026, a review of the legislative framework on tobacco control. In this context, Varhelyi emphasises that the Commission “is committed to ensuring that EU legislation facilitates the smooth functioning of the internal market, while ensuring a high level of protection for human health, particularly that of young people.” 

    In short, if cigarette filters pose a threat to human health and the environment, the Commission, reiterating its commitment to protecting these two areas, appears to have set its sights on the materials designed to trap impurities.
