Brussels – According to figures from the Council of the European Union, in 2025 the European Union provided €32.3 billion in climate finance from public funds and 9.3 billion from private capital, with the aim of supporting developing countries in reducing greenhouse gas emissions and adapting to the impacts of climate change. According to data published by the European Commission, 48 per cent of public climate finance allocated to developing countries was directed towards climate change adaptation or cross-cutting actions, which include mitigation initiatives. Funding in the form of grants accounted for a significant proportion – 41 per cent – of the public contribution from the EU and its Member States.

To be precise, the €32.3 billion includes €4.3 billion from the EU budget, including the European Development Fund, and €2.7 billion from the European Investment Bank. The figure of €9.3 billion refers to private financial support mobilised through public measures, such as guarantees, syndicated loans, direct investments in companies, credit lines and much more. The Council has released the figures ahead of the United Nations Climate Change Conference (COP31), which will take place from 9 to 20 November in Antalya, Turkey. More broadly, this commitment reflects a forward-looking approach enshrined in 2024 by the parties to the Paris Agreement, the main framework for action adopted by 196 Parties on 12 December 2015 to tackle the climate crisis.
