    Ukraine, Geneva talks: “Disarming, vocation of all occupied buildings and amnesty for protesters”

    The four-party summit among Ukraine, Russia, US and European Union has led to significant decisions that will hopefully end violence in the country. The de-escalation process should be supervised by OSCE operators

    “Initial” concrete steps to “de-escalate tension.” Among the decisions, disarming of illegal groups, vocation of all the occupied government buildings and spaces, amnesty granted to protesters who surrendered weapons – everything to be supervised by OSCE (Organisation for security and co-operation in Europe) operators. These are the decisions taken during the four-party summit in Geneva among Ukraine, Russia, European Union and United States which tool place on April 17th in order to end the tensions in Ukraine.

    “All sides must refrain from any violence, intimidation or provocative actions,” reads the final joint statement that continues saying that all participants to the summit “have strongly rejected expressions of extremism, racism and religious intolerance, including anti-Semitism.”

    Among the concrete steps taken, “all illegal armed groups must be disarmed” and “all illegally occupied buildings must be vacated and given back to owners,” as well as “streets, squares and other public spaces must be vacated too.” Those respecting these decisions shall be offered amnesty “with the exception of those found guilty of capital crimes.”

    To make sure the de-escalation would be ordered, OSCE will play a leading role in implementing the agreement by a “monitoring mission” helping “Ukrainian authorities and local communities in immediately implementing those measures.” The mission will be supported by the US and EU too.

    Ukraine will then embark on a process of “constitutional reform” that will be “inclusive, transparent and accountable,” and will include “the immediate institution of an ample national dialogue, opened to all Ukrainian regions and political organisations.”
